Hibernia Management and Development Company Ltd. (HMDC), on behalf of itself and the other Hibernia Southern Extension Project Proponents (ExxonMobil Canada Ltd., Chevron Canada Limited, Suncor, Statoil Hydro Canada Limited, Canada Hibernia Holdings Corporation, Murphy Oil, and Nalcor Energy Oil and Gas Inc.), is seeking qualified contractors (Contractors) interested in providing engineering services associated with its assessment of the response of subsea equipment to the impact from an iceberg.

The Hibernia Southern Extension Project (HSE) will consist of a 7 km tie-back of 5 subsea water injection wells to the existing Hibernia GBS structure.

It is essential that potential Contractors demonstrate the experience and capability to carry out the finite element and failure mode assessments outlined in the scope of work outlined in this Expression of Interest document. These services will be provided on a time rate / reimbursable cost basis.

All interested parties must complete a detailed pre-qualification package which seeks data to evaluate Contractor’s ability to perform these services. The prequalification documents are available by contacting BIDS at the numbers noted below. It focuses principally on Contractor’s past safety performance, experience, current capability and work-load. HMDC will evaluate the data in order to pre-qualify and develop a final group of Contractors who will be asked to submit formal competitive bids. HMDC reserves the right to make the final determination of which Contractors will receive the Invitation To Tender (ITT) and which of these Contractors will be awarded the final contract.

Scope of Work
The scope of work shall consist of the following tasks:
a) Due to the variable nature of iceberg size, shape, composition, structure, etc, the first task will be to define an “assumed object” representing a potential iceberg.
b) Perform finite element (FE), structural, and mechanical component analysis (as required) to evaluate the response of the subsea well system. The analysis should include the depth and extent that any component of the subsea well system would be damaged as a result of the impact.
c) Develop failure modes for the subsea well system resulting from the response, with a particular focus on those failure modes which could result in a loss of containment of well fluids from the wellbore.
d) Develop mitigation strategies which could be applied to the failure modes outlined in section b) to reduce the risk of loss of containment, including identification of potential testing requirements for each mitigation strategy.
The work will require highly experienced and skilled finite element specialists, structural, and mechanical engineers with in-depth knowledge of subsea well equipment, its operation, failure modes, and interaction with other subsea field equipment. Descriptions of similar type work completed by the contractor should be provided as part of the bid package. In particular, previous projects involving component finite element analysis of complex systems should be detailed in the bid submission.
All work associated with this project must be completed in Newfoundland and Labrador and each qualified bidder is expected to provide details of how it intends to meet this obligation in its bid submission.
