HEBRON GBS Project- Bull Arm: SM750 Barge Supply-Local Fabrication (2 Ea)

Kiewit-Aker Contractors (KAC) invites submissions of Expressions of Interest from experienced marine transportation contractors for the supply of two new built barges on a charter basis to the Hebron Gravity Based Structure (GBS) Project at the Bull Arm Site in Newfoundland and Labrador (NL), Canada.

The Scope of Work includes, but is not limited to:
SM750 Barge Supply-Local Fabrication 2Ea
Supply of two newly constructed, classed and Transport Canada approved barges for bare boat time charter. Supplier shall be responsible for all aspects of the barge construction including barge design, barge classification, Transport Canada approval, barge fabrication, completion and delivery.

Key Criteria:
∑ Supplier shall be able to demonstrate:
-adequate experience with design and associated approvals of similar vessels
-adequate experience with management and execution of similar fabrication contracts
-adequate experience as a supplier for time charter of similar vessels
-sufficient financial strength to be able to finance the fabrication of the barges and prevent interference in possession and use of the barges during the charter period
∑ Barge fabrication shall be within the province of Newfoundland and Labrador and meet the requirements of the Newfoundland and Labrador Hebron Benefits Agreement.
∑ Barges shall be completed and delivered ready for charter by 3rd qtr 2012. Precise date to be negotiated with successful bidder.
∑ Subject barges shall have suitable particulars to maximize utilization at Bull Arm during the charter period.

Barge Charter:
∑ Ideally the charter period will commence upon completion and delivery of the subject barges and shall be contingent upon successful on-hire survey and is anticipated to terminate upon GBS sail-away. The total charter period is anticipated to be in the range of 40 to 45 months.

Barge Design:
∑ KAC proposes the following as target design particulars for the two subject barges:
-Length : 250 ft
-Breadth : 72 ft
-Depth : 16 ft
-Deck Load Capacity : 10t/m2
-Longitudinal Bulkheads: 3 of
-Transverse Bulkheads : 4 of
∑ In keeping with the spirit of the above scope while meeting the key criteria, KAC also provides the opportunity for bidders to propose variations and alternatives to the target design. This flexibility provides prospective bidders an opportunity to effectively increase the residual value of the subject barges for post project work and hence an opportunity to reduce their charter rates to the Hebron GBS Project.
∑ It is important for bidders to realize that KAC shall review and agree the proposed design particulars of the subject barges including classification, Transport Canada approval, length, breadth, depth, deck strength, lightship weight, deadweight, deck equipment, mechanical systems etc.


Responding applicants are to clearly identify in their Expressions of Interest that they are responding to this OA.

KAC - at its sole discretion- reserves the right to make the final determination of which applicants will be invited to prequalify (if necessary) and receive an invitation to Tender (ITT), which applicant(s) or combinations thereof will be awarded the final contract(s), or alternatively to not proceed with the ITT process at all.

The requirement to fabricate the barges in Newfoundland and Labrador notwithstanding, in respect of the procurement of materials and services related to the fabrication of the barges in Newfoundland and Labrador, invited contenders will - at the Pre-Qualification stage - be required to complete a brief Canada/Newfoundland & Labrador Benefits questionnaire and will be asked to acknowledge their willingness to comply with the Benefits requirements. At the Invitation to Tender (ITT) stage a comprehensive Benefits Questionnaire will be required to be completed.

Submission Requirements
Potential contenders are strongly encouraged to register with BIDS.ca. Registration with BIDS.ca is, however, not a prerequisite for being considered for the competition for the supply of Barges. If potential suppliers chose not to register with BIDS.ca, they are requested to advise KAC that they will not be registering and to request direct registration with KAC. Basic information about the supplier should be delivered electronically with the request for registration.
