GENERAL
Kiewit-Kvaerner Contractors (KKC) hereby invites interested parties to submit an Expression of Interest (EOI) related to the future issuance of Requests for Qualifications and subsequent Requests for Tender for the following Scope of Work/Supply/Services package in connection with KKC’s EPC services for the Hebron GBS Project in Newfoundland and Labrador, Canada.
SCOPE OF WORK
The Scope of Work includes, but is not limited to:
(1) Design, purchase, fabrication and supply of a centralized Level measurement and indication panel for installation in GBS lower shaft (EL 2.5m), associated Level transmitters (16 off), required manifolds, manual valves, instrument tubing, cabling and junction boxes. Entire system must be certified IP68.

(2) Design, purchase and supply of required Bilge Level and Shaft Level sensors (4 off) to IP68

(3) Design, purchase and supply of required direct-mounted Pressure sensors & manifolds (20 off) to IP68

(4) Design, purchase and supply of required Draft out of Dock sensors (4 off) to IP68

(5) Design, purchase and supply of required direct-mounted Differential pressure sensors & manifolds (10 off) to IP68

(6) Design, purchase and supply of required Atmospheric pressure sensors & manifolds (2 off) to IP66

Level in Compartments & Draft Level Sensors Panel:
Design and delivery of a centralized Level measurement and indication panel, associated Level transmitters, required manifolds, manual valves, tubing, cabling and Junction Box(s). Construction materials and design must be suited for installation at the bottom of the GBS shaft. Equipment will be exposed to typical construction environment Offshore.

Basic requirements are for a robust, free-standing, steel Instrument rack for mounting, indication and maintenance of required Level transmitters, impulse lines, & associated manifolds/valving. In addition to 3-way/5-way (TBA) manifolds per transmitter, a common header must be provided with the following features:

• Valving arranged to re-direct each impulse line to the header (isolate each transmitter separately)
• Double block and bleed discharge valve
• *” NPT connections for (1) temporary hose/tubing to manual backup level standpipe (Inclination testing only), and (2) connection to drain
Entire assembly must be certified to IP68 (seawater)
Further requirements (in accordance with detailed Project specifications):
• Free-standing panel with mounting brackets securable and rated for design Inshore & Offshore conditions (including heel, tilt, G-forces)
• Material mild steel painted (minimum) for structural components
• Material 6Mo for wetted parts
• Material 316SS for other non-wetted parts
• Transmitter mounting racks to be arranged for display and access at standard working height
• As-supplied 20% spare rack space and connections

Design life: 5-yrs minimum (temporary project phase).
Ambient conditions: Saliferous Offshore atmosphere, -20/+30oC, high humidity
Process conditions: Seawater service, -2/+5oC, 12 barg maximum, stagnant flow
Wetted material standard of acceptance: 6Mo (piping, tubing, manifolds)

Bilge level Sensor Range: 0-250mm
Shaft level Sensor Range: 0-120m
Style: Normally submersed absolute pressure to IP68

Nominal voltage: 24VDC (loop power from GBS control system)
Output signal: 4-20mA DC, HART
Accuracy: ± 0.15% of scale

Ringmain pressure (calibrated to level) sensor range: 0-12 barg

4. Draft out of Dock Sensor Key Requirements:
Design life: 5-yrs minimum (temporary project phase).
Ambient conditions: Saliferous Offshore atmosphere, -20/+30oC, high humidity
Process conditions: Seawater service, -2/+5oC, 12 barg maximum, grit and concrete residue
Wetted material standard of acceptance: 6Mo
Range: 0-20m
Style: Normally submersed absolute pressure calibrated to level (to IP68)
Nominal voltage: 24VDC (loop power from GBS control system)
Output signal: 4-20mA DC, HART
Accuracy: ± 0.15% of scale
Note: Each sensor c/w length of submersible cable, glanded (IP68, nominal 30m each)

6. Atmospheric Pressure Sensor Key Requirements:
Design life: 5-yrs minimum (temporary project phase).
Ambient conditions: Saliferous Offshore atmosphere, -20/+30oC, high humidity
Process conditions: GBS shaft ambient air, -20/+30oC, humid
Wetted material standard of acceptance: 316SS
Range: 900-1100 mbar
Style: Absolute pressure to IP66
Nominal voltage: 24VDC (loop power from GBS control system)
Output signal: 4-20mA DC, HART
Accuracy: ± 0.10% of scale

* General Notes

1. CSA certification for Unclassified electrical area is required for all devices
2. Strong consideration shall be given to suppliers who fulfill ALL requirements with transmitters from a common manufacturer
3. HART communicators for all devices are required
4. Package scope has grown to include Instrument packages formerly designated BI585, BI586 and EI107.

Participation in this EOI process, including any statements or representations, whether oral or written between KKC and interested applicants, shall not create or be deemed to create, any binding legal relationship or contract.
