Kiewit-Kvaerner Contractors (KKC) is inviting submissions of an Expression of Interest for a potential opportunity to supply Steel Plates for Skirts for the Bull Arm Site, Trinity Bay, in Newfoundland & Labrador (NL), Canada for the Hebron Project.

The Scope of Work includes, but is not limited to:
Lot 1: Top plates, Hebron steel grade: S420-CV2ZX
Approximately 350 metric tons plates shall be delivered in accordance with the requirements of EN 10225 Grade S420G2+Q/G2+M, with additional / modified requirements as follows:
· Option 6, 9, 12, 13 and 18 (Annex E) of EN 10225 shall apply.
· The note in Table D.4 of ISO 19902 shall apply
· The mechanical properties specified in Table 8 of EN 10225 shall be modified as follows:
o Yield strength: 420 – 540 MPa for all thicknesses
o Tensile strength: 500 – 660 MPa for all thicknesses
· Certification: EN 10204 Type 3.1
Note 1: Plates supplied in accordance with Norsok MDS Y30 (included in Norsok standard M-120) are acceptable.
Lot 2: Vertical (corrugated) plates, Hebron steel grade: S355-CV2X
Approximately 230 metric tons plates shall be delivered in accordance with the requirements of EN 10225 Grade S355G9+N/G9+M, with additional / modified requirements as follows:
· Option 6, 12 and 18 (Annex E) of EN 10225 shall apply
· The note in Table D.4 of ISO 19902 shall apply
· Certification: EN 10204 Type 3.1
Note 1: Plates supplied in accordance with Norsok MDS Y25 (included in Norsok standard M-120) is acceptable.

General requirements to the preferred supplier:
Steel bulk will be purchased through manufacturers, stock-holders and traders that can prove access to the required qualities and desired volumes. In addition to the minimum qualification requirements, it is expected that the Supplier can comply with the following:
· Enough capacity to handle the volumes in the time frame we require in the project.
· Access to qualified manufacturers. During the pre-qualification process, attention will be given to pre qualification requirements towards 2nd and 3rd tier suppliers.

In addition to the minimum qualification requirements, suppliers that can comply with the following will be given higher scores in the bid evaluation process (this is not evaluated in the pre-qualification process):
· Legal Entity to be registered in NL
· Warehousing facility in NL – flexible stock program
· Possibility to deliver to other locations than the yard in Bull Arm, Trinity Bay, for example workshops and welding shops that perform prefab for the Hebron project.

Kiewit-Kvaerner Contractors strongly supports providing opportunities to commercially competitive Canadian companies and in particular those from Newfoundland and Labrador. At the Pre-Qualification stage companies will be required to complete a brief Canada/Newfoundland & Labrador Benefits questionnaire and will be asked to acknowledge their willingness to comply with the Benefits requirements. At the Invitation to Tender (ITT) stage a comprehensive Benefits Questionnaire will be required to be completed.
