HEBRON GBS Project- Bull Arm - Package BN661 Steel Plates bulk material

Kiewit-Kvaerner Contractors (KKC) is inviting submissions of an Expression of Interest for a potential opportunity to supply Steel Plates for the Bull Arm Site, Trinity Bay, in Newfoundland & Labrador (NL), Canada for the Hebron Project.
The Scope of Work includes, but is not limited to:
Lot 1: Steel Plates, Hebron steel grade: S355-CV1
Approximately 65 metric tons of rolled plates shall be delivered in accordance with the following requirements:
∑ Plates of thickness t ≤ 20 mm shall be delivered in accordance with the requirements of EN 10225 Grade S355G2+N or Grade S355G5+M
∑ Plates of thickness t > 20 mm shall be delivered in accordance with the requirements of EN 10225 Grade S355G3+N or Grade S355G6+M
∑ Additional requirements to chemical composition (all steel grades, all thicknesses):
o C ≤ 0, 16%
o S ≤ 0, 025%
o P ≤ 0, 025%
∑ Certification (all thicknesses): EN 10204 Type 3.1
Lot 2: Embedment plates, Hebron steel grade: S355-CV2ZX
Approximately 50 metric tons plates shall be delivered in accordance with the requirements of EN 10225 Grade S355G10+N/G10+M, with additional / modified requirements as follows:
∑ Option 6, 12, 13 and 18 (Annex E) of EN 10225 shall apply
∑ The note in Table D.4 of ISO 19902 shall apply
∑ With ref. to ISO 19902, Table 19.4-1, Charpy V-notch impact testing shall be carried out at -50˚C for all thicknesses. This is a modification to Table 7 of EN 10225
∑ Certification: EN 10204 Type 3.1
Note 1: Plates supplied in accordance with Norsok MDS Y20 (included in Norsok standard M-120) is acceptable, provided Charpy V-notch testing is carried out at -50˚C (all thicknesses)
General requirements to the preferred supplier:
Steel plates will be purchased through manufacturers, stock-holders and traders that can prove access to the required qualities and desired volumes. In addition to the minimum qualification requirements, it is expected that the Supplier can comply with the following:
∑ Enough capacity to handle the volumes in the time frame we require in the project.
∑ Access to qualified manufacturers. During the pre-qualification process, attention will be given to pre qualification requirements towards 2nd and 3rd tier suppliers.
In addition to the minimum qualification requirements, suppliers that can comply with the following will be given higher scores in the bid evaluation process (this is not evaluated in the pre-qualification process):
∑ Legal Entity to be registered in NL
∑ Warehousing facility in NL Ė flexible stock program
∑ Possibility to deliver to other locations than the yard in Bull Arm, Trinity Bay, for example workshops and welding shops that perform prefab for the Hebron project.

KKC in its sole discretion reserves the right to make the final determination of which applicants will receive an Invitation to Tender (ITT), which applicant(s) or combinations thereof will be awarded the final contract(s), or alternatively to not proceed with the ITT process.
The Bull Arm Fabrication site will be operating on a special project labour agreement. A Project description is available on the Hebron Project website (www.hebronproject.com).
Kiewit-Kvaerner Contractors strongly supports providing opportunities to commercially competitive Canadian companies and in particular those from Newfoundland and Labrador. At the Pre-Qualification stage companies will be required to complete a brief Canada/Newfoundland & Labrador Benefits questionnaire and will be asked to acknowledge their willingness to comply with the Benefits requirements. At the Invitation to Tender (ITT) stage a comprehensive Benefits Questionnaire will be required to be completed.

Registration with BIDS.ca is, however, not a prerequisite for being considered for inclusion in our supplier database. If potential suppliers chose not to register with BIDS.ca, they are requested to advise KKC that they will not be registering and to request direct registration in KKCís supplier database.
