Q1. In places where it indicates - 'This is a role that is expected to have the ability to work in both official languages.' --Does this mean one person has to have the ability to work in both official languages, or can this be supplemented by two or more individuals?

R1. The requirement is that one person has the ability to work in both official languages.

Q1. How many references do we need to provide in order to be compliant with the RFP? Is it 2 references in total, or is it 2 references per each of the 4 distinct roles (which would equal 8 in total)?

R1.Ideally it would be 2 references in total which can speak to the performance of all roles.

Q1. In regards to the EECD RFP, I'm writing to confirm if it is possible to respond to the proposal for only one of the four categories (Communications Consultant) indicated. On page 19, it indicates "Proponents not proposing a resource for all four categories below will be disqualified."

Can you confirm this before we move forward with our proposal.

R1. Correct. Proponents not proposing a resource for all four categories would be disqualified.

Q2. Reading the RFP it talks about PM services - however it does not explicitly describe scope to allow the reader to understand if it is organizational and program design/project management work, or if it could also involve "physical projects" for the build out of the Saint John and Edmundston projects.

Can you please confirm if the RFP involves capital projects in its scope (building / construction projects) or not? Or if it involves business advisory services relative to real property decisions (real estate advice - site development or leasehold selection etc.)?

R2. The scope of project management work is with respect to organizational and program / design. Capital projects and advisory services relative to real property decisions are not in scope for this RFP.
