This tender has been amended to remove the following requirements from Section 7.2.1 as they will not be evaluated:

- Project cost (Proponent Fee), including if the project was on budget and if not, why.
- Include the Project Drawings printable on 11x17 and the project specifications


Also note the change to the following requirement in Section 7.2.1:

"Project Start date, Project Completion date (month and year) and identify if the project was completed on schedule and if not, why." is amended to the following: "Project Start date, Project Completion date (month and year)".


All other requirements in Section 7.2.1 remain unchanged and will be evaluated as per the RFP document.

This tender has been amended to provide responses to the following vendor questions. All other information remains the same.

Q1. Reference to Section 7.2.1 Project Example(s) ... paragraph 4, bullet 5 - Project Examples - request to provide project cost and drawings.

Designers and their firms have an obligation to respect the Confidentiality, Security and non-Disclosure agreements of their clients & projects, like what would be required for working with the Province as noted in Section 3.17 of the RFP.
Provision of any information about a client and or project requires pre-approval from that client.
To avoid the time involved with this process and to avoid breaching agreements, we propose that project budgets for referenced examples be provided without association to a particular project i.e. the 5 project examples resulted in project costs ranging from X - Y. The client given as reference could then choose to provide whatever confidential financial information they are comfortable providing when being contacted as a reference.

To also avoid breaching the same obligation with respect to provision of drawings and specifications, we propose that a listing only of the drawings and specifications prepared for each project would be provided in lieu of the actual documents i.e. For project Example 1 - the following drawings were included: Demolition Plan; Construction Floor Plan; Millwork Details ... the Mechanical, Electrical, Structural drawings if applicable, and the Specification's extent.

A plan or plans depicting the composite project - if pre-approved for submission by a client could also be included thereby respecting the Designer/Client non-disclosure obligations.

R1. For each project example proponents may provide project cost information in the following form:
- Under $100,000
- $100,000 - $500,000
- $500,000 - $1,000,000
- $1,000,000 -$5,000,000
- Over $5,000,000

Drawings and specifications remain a requirement of this RFP.


Q2. Item 7.2.2 References for Proposed Project Examples - is this same information is requested with the project examples 7.2.1 only with emphasis on the contact as Reference for the examples?

R2. The Project owner and the Client reference contact may or may not be the same person. Essentially DTI must be able to validate all information provided in the examples.


Q3. Item 6.3, Paragraph 5, bullet 4 - seems to be missing words?

R3. Item 6.3, Paragraph 5, bullet 4 has been amended as follows:
- "Leading the team of sub consultants to attain and assist with PNB's 'on scope' and 'on budget' project delivery."


Q4. Clarification is needed between what is actually intended in Sections 7.2.1 and 7.2.2 as these sections could be read with varying interpretations:
Reference to 7.2.1 Project Examples ... paragraph 4, bullet 4 - as Project Owner are you looking for identification of PSPC or the Federal Government for example, if it is a project done for the Crown and the Contract Authority's name to verify a contract for that project? Owner would imply the entity the holds your contract and pays your bill. The Owner's representative directly involved with the project - possibly a Project Manager may be the intention?
And in Reference to 7.2.2, paragraph 1 - are you looking for a person to contact as a reference who would be contacted or are you actually asking for in essence - a written testimonial from a client including "a description of the project, Company name ... and contact person"?
The Owner and Client directly related to the project could by definition be very different people.
Both sections 7.2.1 and 7.2.2 seem to be requesting a repetition of at least some of the same information as we read them so clarification will be appreciated.

R4. The Project owner and the Client reference contact may or may not be the same person. Essentially DTI must be able to validate all information provided in the examples.

This tender has been amended to provide responses to the following vendor questions. All other information remains the same.

Q1. In Section 7.1, Mandatory Requirements - Item C says: "or provide a letter of understanding from the Interior Design Association of New Brunswick for non-registered members confirming eligibility." Please define who would require this letter and please provide an example of a proponent who might require this letter?

R1. A proponent who is not presently a registered #Interior Designer with IDNB would require this letter. This letter is a MANDATORY requirement of the RFP (The provision of Interior Design services is legislated in NB)


Q2. In Section 7.2.1 Project Example(s), it states "Project cost (Proponent Fee), including if the project was on budget and if not, why."
Please clarify what information is required for project costs. Does it include all cost, for example, construction, furniture, technology, and related consultant fees or only the interior design fees?

R2. Proponent fee includes all project costs , and all fees.
