Questions were received and the following responses are provided. All other information remains unchanged.
Q1. For tender 0329003-19, it states that: All bids must be accompanied by actual results of current tests carried out by a qualified laboratory on a sample of each type of paint that is to be supplied.
Will a Certificate of Analysis from our lab work (our Plant in Ontario)?
What tests are needed on this certificate?
Does it need to be signed or notarized?
A1. Yes, a certificate of Analysis from your lab work will be acceptable. The test results should include paint Property as specified in the tender for each type of paint. The test should be signed by the person who completed the testing.
Q2. Is it possible to send a certified check with our bid and retrieve it later to replace it by the irrevocable letter of credit? Or could we provide a bid bond instead?
A2. Certified check is acceptable as stated in the specifications "Bids must be accompanied by a certified cheque made payable to the Minister of Finance in the amount of two hundred thousand dollars ($200,000.00) or an irrevocable letter of credit. The certified cheque shall be forfeited if the successful bidder refuses to supply material as specified. The certified cheque of the successful bidder shall be retained by the Department of Government Services until delivery is completed as
specified. Penalties outlined in the delivery section shall be applied against the certified cheque and/or payment of invoices for received deliveries."
Q3. Can you please confirm how many orders you will put for each site for the annual quantity?
A3. Orders will be completed as required, for example last year there were 13 orders. This does not represent a minimum or maximum number of orders or deliveries for the upcoming year.
